大家晚上好！很高興再次參加美國(guó)中國(guó)總商會(huì)頒獎(jiǎng)晚宴，和各位新老朋友見(jiàn)面。過(guò)去一年，中國(guó)總商會(huì)克服各種困難與挑戰(zhàn)，積極服務(wù)在美中資企業(yè)，持續(xù)搭建中美商業(yè)交流橋梁，為推進(jìn)兩國(guó)互利合作做了大量富有成效的工作。在此，我謹(jǐn)代表中國(guó)駐美國(guó)大使館，向總商會(huì)、總商會(huì)會(huì)員企業(yè)和廣大在美中資企業(yè)的辛勤付出表示由衷的敬意，大家辛苦了！

Good evening! It gives me great pleasure to attend the CGCC Annual Gala again and get together with friends old and new. In?the past year, CGCC stayed committed against all odds to serving Chinese-invested enterprises in the United States and building more bridges for business exchanges between our two countries, and effectively promoted bilateral mutually beneficial cooperation.?On behalf of the Chinese Embassy in the United States, I would like to pay tribute to CGCC, its member companies and all Chinese-invested enterprises in the U.S. Thank you for your hard work!

各位朋友，

Dear friends,

2026年剛剛過(guò)去了15天，世界就已經(jīng)目睹了接連不斷的“黑天鵝”“灰犀牛”，不穩(wěn)定性、不確定性撲面而來(lái)。世界向何處去，人類面臨嚴(yán)峻選擇：和平還是戰(zhàn)爭(zhēng)、開(kāi)放還是封閉、合作還是對(duì)抗、共贏還是零和。我愿分享三點(diǎn)看法：

We are just 15 days into the year 2026, but the world has already seen black swans and gray rhinos one after another. Instability and uncertainty are raging all around. Where will the world be heading? Humanity is facing a grave choice: peace or war, openness or isolation, cooperation or confrontation, win-win or zero-sum. To find the answer, I would like to share three observations.

第一，不管國(guó)際風(fēng)云如何變幻，要和平、要發(fā)展、要合作的時(shí)代潮流不會(huì)改變。2025年是世界反法西斯戰(zhàn)爭(zhēng)勝利80周年，但這一年世界并沒(méi)有變得更和平、更穩(wěn)定。《全球和平指數(shù)》顯示世界和平水平降到近20年來(lái)最低點(diǎn)，世界銀行數(shù)據(jù)顯示全球絕對(duì)貧困人口已增至約8億人，每天生活費(fèi)用不足3美元。冷戰(zhàn)思維卷土重來(lái)，實(shí)力踐踏規(guī)則，強(qiáng)權(quán)挑戰(zhàn)公理，霸凌霸道取代對(duì)話協(xié)商，國(guó)際秩序遭到系統(tǒng)性沖擊，世界被拖回弱肉強(qiáng)食“叢林時(shí)代”的風(fēng)險(xiǎn)顯著上升。

First, no matter how the international situation evolves, the aspiration for peace, development and cooperation, which reflects the trend of the times, will not change. The year 2025 marked the 80th anniversary of the World Anti-Fascist War, but unfortunately, the world did not become any more peaceful or stable. The Global Peace Index revealed that global peacefulness has reached its lowest point in nearly two decades. World Bank statistics showed that the global population in extreme poverty has surged to around 800 million, who survive on less than 3 US dollars per day. The Cold-War mentality has staged a comeback, with power trampling rules, might challenging what is right, and hegemony and bullying replacing dialogue and consultation. As a result, the international order is facing a systemic shock, with risks sharply rising, threatening to drag the world back into a jungle.

盡管如此，我們不能動(dòng)搖對(duì)世界前途的信心。一時(shí)強(qiáng)弱在于力，千秋勝負(fù)在于理。聯(lián)合國(guó)憲章確立的“維護(hù)國(guó)際和平及安全”“促成國(guó)際合作”“主權(quán)平等”“和平解決國(guó)際爭(zhēng)端”等宗旨和原則沒(méi)有過(guò)時(shí)，各國(guó)人民求和平、謀發(fā)展、促合作的愿望更加強(qiáng)烈，踐行多邊主義、維護(hù)公平正義的力量持續(xù)壯大，世界多極化和經(jīng)濟(jì)全球化的大趨勢(shì)愈益明朗。這一切，都不會(huì)因任何國(guó)家的取向和行動(dòng)而轉(zhuǎn)移。

Despite all this, we should not waver in our confidence in the world’s future. While might may rule the moment, right prevails forever. The purposes and principles enshrined in the UN Charter, such as “maintaining international peace and security”, “achieving?international cooperation”,?“sovereign equality”, and “settling international disputes by peaceful means”, are not outdated. The longing of people around the world for peace, development and cooperation is growing only stronger. The forces who practice multilateralism and champion fairness and justice continue to grow. And the overriding trend toward a multipolar world and economic globalization is becoming ever clearer. None of these will be altered by the preferences?or actions?of any single country.

習(xí)近平主席指出，堅(jiān)持在歷史前進(jìn)的邏輯中前進(jìn)，在時(shí)代發(fā)展的潮流中發(fā)展。面對(duì)紛繁復(fù)雜的國(guó)際形勢(shì)，中國(guó)堅(jiān)定站在歷史正確一邊、站在人類文明進(jìn)步一邊，維護(hù)以聯(lián)合國(guó)為核心的國(guó)際體系和以國(guó)際法為基礎(chǔ)的國(guó)際秩序，提出并踐行四大全球倡議，以最大誠(chéng)意團(tuán)結(jié)一切和平力量，以最實(shí)舉措?yún)R聚各國(guó)穩(wěn)定力量，以最廣胸懷攜手全球進(jìn)步力量，推動(dòng)構(gòu)建人類命運(yùn)共同體，開(kāi)創(chuàng)持久和平、共同繁榮的光明未來(lái)。

As President Xi Jinping pointed out, we should advance in line with the trend of history, and thrive in keeping pace with the times. In the face of a complex international situation, China firmly stands on the right side of history and the progress of human civilization, and upholds the international system with the United Nations at its core and the international order underpinned by international law. We have put forward and been carrying out?four global initiatives?(namely, the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative), under which we unite all forces for peace with the utmost sincerity, pool together forces for stability worldwide with the most tangible measures, and join hands with forces for progress across the world with the broadest mind, so as to build a community with a shared future for humanity, and create a bright tomorrow of enduring peace and shared prosperity.

第二，不管中美關(guān)系如何演變，雙方合則兩利、斗則俱傷的歷史邏輯不會(huì)改變。2025年，習(xí)近平主席同特朗普總統(tǒng)4次通話、多次通信，并在韓國(guó)釜山成功會(huì)晤，在關(guān)鍵時(shí)刻為中美關(guān)系巨輪校正航向、繞開(kāi)暗礁。過(guò)去一年中美關(guān)系從黑云壓城到峰回路轉(zhuǎn)的歷程再次警示我們：對(duì)話比對(duì)抗好、合作比零和好、穩(wěn)定比折騰好；無(wú)論是關(guān)稅戰(zhàn)、貿(mào)易戰(zhàn)、科技戰(zhàn)，還是產(chǎn)能戰(zhàn)、資源戰(zhàn)、地緣戰(zhàn)，都是損人害己的死路絕路；中美合，世界安，中美對(duì)抗，世界遭殃。

Second, no matter how China-U.S. relations may develop, the historical truth?that our two countries gain from cooperation and lose from confrontation will not change. In 2025, President Xi Jinping and President Donald Trump spoke on the phone four times, exchanged several letters, and held a successful summit in Busan, the Republic of Korea, recalibrating the course of the giant ship of the China-U.S. relationship and navigating it around hidden shoals at crucial moments. From looming dark clouds to turnarounds, the journey our bilateral relations travelled last year has warned?us again that, dialogue is better than confrontation, cooperation is better than a zero-sum game, and stability is better than volatility. Be it a tariff war, trade war and tech war, or an industrial war, resource war and geopolitical war, each will hit a dead end and serve no one’s interest. When China and the U.S. work together, the world fares well; but if we confront one another, the world would suffer.

我們對(duì)發(fā)展中美關(guān)系有誠(chéng)意但講原則，在捍衛(wèi)主權(quán)安全發(fā)展利益的大是大非問(wèn)題上，沒(méi)有絲毫妥協(xié)余地。臺(tái)灣是中國(guó)領(lǐng)土不可分割的一部分，這是《開(kāi)羅宣言》《波茨坦公告》和聯(lián)大第2758號(hào)決議等具有國(guó)際法效力的文件確立的定論。一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)是中美處理臺(tái)灣問(wèn)題的唯一遵循。臺(tái)海最大的現(xiàn)狀就是兩岸同屬一個(gè)中國(guó)，臺(tái)海和平的最大威脅來(lái)自于“臺(tái)獨(dú)”分裂行徑和外部勢(shì)力縱容支持。我們?cè)俅味卮倜婪揭詫?shí)際行動(dòng)恪守一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)。

We are sincere about developing China-U.S. relations. At the same time, we have our principles to safeguard. When it comes to major issues bearing on our sovereignty, security and development interests, there is no room for compromise at all. Taiwan is an inalienable part of China’s territory. This is reaffirmed by instruments with legal effect under international law, including the Cairo Declaration, the Potsdam?Proclamation?and UNGA Resolution 2758. The one-China principle and the three Sino-U.S. Joint Communiqués?are the only basis for our two countries to handle the Taiwan question. The fundamental status quo of the Taiwan Strait is that both sides of the Strait belong to one and the same China, and the biggest threat to cross-Strait peace comes from the separatist activities of the “Taiwan independence”?forces and external connivance and support. We again urge the U.S. side to abide by the one-China principle and the three Sino-U.S. Joint Communiqués with concrete actions.

習(xí)近平主席提出相互尊重、和平共處、合作共贏三原則，這是新時(shí)期中美正確相處的治本之道。相互尊重是前提，和平共處是底線，合作共贏是目標(biāo)。希望美方與中方相向而行，以實(shí)際行動(dòng)落實(shí)兩國(guó)元首釜山會(huì)晤重要共識(shí)，拉長(zhǎng)合作清單，排除干擾障礙，推動(dòng)中美關(guān)系穩(wěn)定健康可持續(xù)發(fā)展。

The three principles proposed by President Xi Jinping, namely, mutual respect, peaceful coexistence and win-win cooperation, have outlined the fundamental and right way for China and the U.S. to get along with each other in the new era. Among them, mutual respect is the prerequisite, peaceful coexistence is the bottom line, and win-win cooperation is the goal. We hope the U.S. side will work with China in the same direction, take real actions to implement the important consensus reached between the two Presidents in Busan, expand the list of cooperation, and remove disruptions and obstacles, so as to advance the steady, sound?and sustainable development of China-U.S. relations.

第三，不管外部環(huán)境如何變化，中國(guó)致力于高質(zhì)量發(fā)展、高水平開(kāi)放的戰(zhàn)略抉擇不會(huì)改變。去年是“十四五”收官之年，中國(guó)經(jīng)濟(jì)承壓而上、向新而優(yōu)。全年GDP有望實(shí)現(xiàn)5%左右的增長(zhǎng)目標(biāo)，經(jīng)濟(jì)總量邁上140萬(wàn)億元新臺(tái)階，對(duì)世界經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)率繼續(xù)超過(guò)30%。去年，中國(guó)貨物進(jìn)出口總額同比增長(zhǎng)3.8%，貿(mào)易順差首次超過(guò)1萬(wàn)億美元，既是超級(jí)“賣家”也當(dāng)全球“買家”，人工智能大模型、人形機(jī)器人等創(chuàng)新成果競(jìng)相涌現(xiàn)，新能源汽車、智能手機(jī)等“中國(guó)智造”名揚(yáng)海外。

Third, no matter how the external environment changes, China’s strategic choice to pursue high-quality development and high-standard opening up will not change. The year 2025 marked the completion of China’s 14th Five-Year Plan for economic and social development. Despite mounting pressure, China pushed forward with innovation-led and high-quality economic development. Our GDP is expected to meet the annual growth target of around 5%, with economic output projected to cross another threshold and reach RMB 140 trillion yuan, continuing to contribute over 30% to global economic growth. Our total trade in goods in 2025 expanded by 3.8% year on year, and the trade surplus has surpassed 1 trillion US dollars for the first time, making us both a top exporter and a global buyer. A stream of new innovations, such as large AI models and humanoid?robots, has emerged, and China’s intelligent manufacturing, represented by electric vehicles and smart phones, is gaining popularity globally.

今年是“十五五”開(kāi)局之年，我們將按照中共二十屆四中全會(huì)繪就的宏偉藍(lán)圖，繼續(xù)用好制度優(yōu)勢(shì)、市場(chǎng)優(yōu)勢(shì)、產(chǎn)業(yè)優(yōu)勢(shì)、人才優(yōu)勢(shì)，推動(dòng)高質(zhì)量發(fā)展，加快高水平科技自立自強(qiáng)，積極發(fā)展新質(zhì)生產(chǎn)力，做強(qiáng)國(guó)內(nèi)大循環(huán)、暢通國(guó)內(nèi)國(guó)際雙循環(huán)，實(shí)施高水平對(duì)外開(kāi)放，實(shí)現(xiàn)全體人民共同富裕。

This year marks the beginning of the 15th Five-Year Plan. We will follow up on the grand blueprint outlined at the fourth plenary session of the 20th CPC Central Committee, continue to leverage our advantages in system, market, industry and human resources, advance high-quality development, achieve greater self-reliance and strength in science and technology, boost new quality productive forces, strengthen the domestic economy while promoting unimpeded domestic and international economic flows, expand high-standard opening up, and pursue common prosperity for all.

中國(guó)的發(fā)展是開(kāi)放的發(fā)展，一個(gè)持續(xù)進(jìn)步不斷開(kāi)放的中國(guó)將給世界帶來(lái)更多新機(jī)遇。中國(guó)外資準(zhǔn)入負(fù)面清單已減少至29項(xiàng)，給予所有建交的最不發(fā)達(dá)國(guó)家100%稅目產(chǎn)品零關(guān)稅待遇，海南自由貿(mào)易港全島封關(guān)運(yùn)作，自主單邊開(kāi)放有序推進(jìn)。2025年前11個(gè)月，中國(guó)新設(shè)外商投資企業(yè)超6萬(wàn)家，同比增長(zhǎng)16.9%；美國(guó)企業(yè)在進(jìn)博會(huì)上參展面積連續(xù)7年保持第一，在鏈博會(huì)上參展數(shù)量連續(xù)2年居首。這些都是世界給中國(guó)投下的實(shí)實(shí)在在的信任票。

China’s development is open development. An ever-developing, increasingly open China will bring more opportunities to the world. We have slashed the number of items on our negative list for foreign investment to 29, and given all Least Developed Countries having diplomatic relations with China zero-tariff treatment for 100% tariff lines. Island-wide special customs operations were launched in the Hainan Free Trade Port, and voluntary and unilateral opening up is steadily expanding. In the first 11 months of 2025, over 60,000 foreign-invested businesses were newly established in China, up by 16.9% year on year. American companies have taken up the largest exhibition area at the China International Import Expo for seven years in a row, and led overseas participation at the China International Supply Chain Expo over the past two years. All these are votes of confidence the world has cast in China.

未來(lái)10年，中國(guó)中等收入群體預(yù)計(jì)翻番超過(guò)8億人，正在加快形成全球最大、最富活力的消費(fèi)市場(chǎng)。中國(guó)將在新能源、新材料、航空航天、低空經(jīng)濟(jì)等戰(zhàn)略性新興產(chǎn)業(yè)催生萬(wàn)億甚至更大規(guī)模市場(chǎng)，增值電信、生物技術(shù)、外商獨(dú)資醫(yī)院等服務(wù)業(yè)也將擴(kuò)大開(kāi)放試點(diǎn)。中美兩國(guó)企業(yè)完全可以在這些領(lǐng)域深挖合作潛力，促成更多務(wù)實(shí)合作項(xiàng)目。當(dāng)然，合作應(yīng)該是雙向的、互惠的，美國(guó)政府也應(yīng)該為中國(guó)企業(yè)在美投資運(yùn)營(yíng)提供開(kāi)放、公正、非歧視的環(huán)境，包括提供簽證、入境便利等而不是設(shè)置障礙。

With our middle-income group on track to double and exceed 800 million in the coming decade, China is fast emerging as the world’s largest and most dynamic consumer market. In China, industrial clusters in strategic emerging fields such as new energy, new materials, aviation and aerospace, and the low-altitude economy will create multi-trillion-yuan or even larger markets. We will also expand pilot programs to open up value-added telecommunications, biotechnology, wholly foreign-owned hospitals and other service industries. Chinese and American businesses can fully tap the potential for cooperation in these areas and build more practical partnerships. Of course, cooperation should be a two-way street, benefiting both sides. The American government, for its part, is also expected to create an open, fair and non-discriminatory environment for Chinese enterprises investing and operating in the U.S., including providing visa and border entry facilitation, rather than setting obstacles.

中國(guó)農(nóng)歷馬年就快要到了，馬在中國(guó)文化中寓意奮發(fā)進(jìn)取、卓有成效，此次年會(huì)以“騏驥同行，篤行致遠(yuǎn)”為主題，正當(dāng)其時(shí)。毛澤東主席曾以詩(shī)抒懷：“不管風(fēng)吹浪打，勝似閑庭信步?！边@是一種不畏艱難、越是艱險(xiǎn)越向前的自信和從容，更是一種搏擊中流、于變局中開(kāi)創(chuàng)新局的遠(yuǎn)見(jiàn)和勇氣。積力之所舉，則無(wú)不勝也；眾智之所為，則無(wú)不成也。讓我們共同發(fā)揚(yáng)龍馬精神，直面挑戰(zhàn)，搶抓機(jī)遇。預(yù)祝大家一馬當(dāng)先、馬到成功！

As we gather here, the Year of the Horse is just around the corner. In Chinese culture, the horse symbolizes entrepreneurship and accomplishment. So the theme of this gala, “Together, we galloptoward the future”, cannot be more fitting. Chairman Mao Zedong once wrote in a poem that, “Let the wind blow and waves beat/ Better far than idly strolling in a courtyard.”?Underlying it is the confidence and composure to keep going when the going gets tough, and also the vision and courage to break new ground in a fast-changing landscape. As a Chinese adagereads, “Victory is ensured when people pool their strength; success is secured when people put their heads together.”?Let us together face up to the challenges ahead and seize the opportunities with the vigor and resolve of the horse, and I wish you all a Year of the Horse filled with prosperity and success!
